America’s story begins with refugees fleeing religious oppression in England.  Since the seventeenth century, this country has welcomed and sheltered those fleeing violence, repression, and a lack of freedom in their homelands.  Although the process has undergone remarkable changes, U.S. law still affords refuge to the oppressed and persecuted and offers a chance to live a life of dignity and opportunity.

U.S. law provides protection to those who demonstrate a reasonable fear of harm based upon their race, religion, nationality, political opinion, or membership in a particular social group.  Generally, however, this country does not provide protection to people who are fleeing general conditions of unrest, civil war, or other political upheaval.  The harm feared must be on account of one of these five protected grounds.  Thus, refugees seeking protection in the U.S. from violence in their home country must be careful to present their claim in a way that satisfies this vital “on account of” requirement.
